New Permissions Post - Power Update
The Shadow's telepathy has been updated. He now has a standard compliment of telepathy, with the limitation that he has to turn it on, and expend energy in order to use the ability. He is limited to conversation range for the use of this ability, so he does have to be fairly close to someone in order to make an attempt to read their mind. It will not work over the network.

For Other Telepaths
The Shadow has been practiced in ways to close his mind, however, there are leaks of emotion, most notably a sense of restlessness, the desire for action or a challenge is the default. Anything else I'll add to my posts.

Edits and Clarifications
1) The issue of forced mind-reading has been addressed in past questions. Plotting must occur before this will happen. The Shadow only forces suspects into a telepathic link. He is very mindful of who and when he does this. Characters in need or who may have important information, yet are not criminals, will also be asked or warned IC before he does any telepathic work, after the proper plotting discussion.

2) The Shadow will not walk by your character and think: "Hmm, I'm bored, I wonder what that person is thinking right now." However, if your character is highly emotionally driven/strung, he will be more sensitive to the emotions being given off, and is likely to distance himself.

3) Language barriers are taken into account in memories with important words and sounds. If The Shadow does not speak the native language of a character's mind, he will likely find it difficult to understanding everything without the character translating for him.

Character: Ysera
Can they block his power? (Please explain how, if they can) While she does not have actual purely telepathic powers, she is shown to be very strong willed in her canon. She is also pretty darn ancient (over 64,000 years old) and over that time she has done a lot of meditating and exploring her mind and abilities. She is also paranoid about preventative measures, and has been betrayed/controlled through magic in the past, so she probably has formed some fairly strong mental barriers, and will notice intrusion attempts into her mind.
What can he see? What does he have access to?(emotions, memories, thoughts, etc) If you think he is strong enough to get through her mental defenses, or if he catches her at a time when she is drained and exhausted/beaten down mentally, or already compromised, he may get vague impressions of her surface thoughts/mood. But unless she is completely out of it, she'll notice and do her best to shut him down and drive him out - and possibly smack him for being naughty.
Anything else? She thinks in Draconian, the language of dragons in Azeroth.

Character: Quatre Winner
Can they block his power? (Please explain how, if they can) Quatre has a form of empathy/telepathy that keeps most of his emotions and thoughts heavily guarded and he will lash out with his own powers if someone forces their way into his mind.
What can he see? What does he have access to?(emotions, memories, thoughts, etc) The Shadow will likely be able to feel Quatre's own restlessness and confusion, along with the intense amount of guilt he carries with him regularly. Most memories are blocked fairly well. Anything that can be read will likely be in the comment/tag.
Anything else? Nothing that I can think of right now. I'll reply with my other characters if they ever speak with him.

Qui-Gon Jinn

Having brain powers himself, he's trained from a very early age and is normally pretty guarded. Not a stone wall so much as the surface of a calm pond.

What can he see? What does he have access to?(emotions, memories, thoughts, etc)
A vague sense of what he's feeling, usually, unless he's being receptive or knowingly projecting.

What can he see? What does he have access to?(emotions, memories, thoughts, etc) He would be able to pick up her mood swings and frustration. Anything in her app is up for grabs, and anything that's happened in-game too. :)

Character: Matt Murdock
Can they block his power? (Please explain how, if they can) No
What can he see? What does he have access to?(emotions, memories, thoughts, etc) His whole app is fair game. Matt is also a little pile of angst and mope a lot of the time, so there's always that going on. He feels overwhelming guilt much of the time, and constant pain, both physical and emotional.
Anything else? Matt is blind, so his memories are based off of sounds, scents, etc.

Character: Angelica Jones
Can they block his power? (Please explain how, if they can) No
What can he see? What does he have access to?(emotions, memories, thoughts, etc) The whole app is fair game. She's recently undergone chemotherapy, so there's a lot of trauma regarding that. Since she's been in the City though, she's fallen in love and he thoughts are probably a mess of fluffy emotions.

Character: Bobbi Morse

What can he see? What does he have access to?(emotions, memories, thoughts, etc) Her whole app is fair game.
Anything else? She'd likely be pretty upset to find out that he mind had been probed, specifically in regards to her assault. She's sensitive on the subject still, so if for some reason he was able to learn about the circumstances/aftermath, she would need some sort of assurance that he wouldn't share that information.

Can they block his power? Nope. At least... Not yet. Later maybe. Maybe. Depending how well Rorschach will ever get to control his own telepathy...
What can he see? What does he have access to? Most likely everything... Everything and a very prominent stubbornness and omnipresent grimness I suppose.
