Incident Summary :
Mr. Knowles arrived at the station in an unstable state of mind, requesting to speak to an officer immediately. Knowles was brought to an interrogation room where he appeared to calm down, but still remained relatively agitated. Lieutenant Fisher was the most senior officer on staff and assigned Officer Grimms to speak with Knowles.

Knowles was candid with Grimms, and soon explained the reasons for their request. A bulleted summary of key points is included below.
  • Knowles confessed to illegally selling firearms within City limits and has provided a signed confession, without request for a plea bargain to reduce sentence
  • Knowles is acquainted with other distributers in the local area detailed in his confession and has provided names

Grimms questioned Knowles about why he came forward. Knowles immediately became disturbed, speaking incoherently until prompted again. He is quoted as saying:

    “He said I had to tell you everything. He told me where to go. He didn’t care who I talked to, but he said I had to pay for what I’d done.”

Grimms requested a description of the unknown individual and Knowles provided only three identifying details: a red piece of cloth, blue eyes and what was described as an “evil” laugh. Knowles complained of extreme headaches during the interview, refusing pain medication, but afterward remarked that the pain had gone.

Current Actions :
Knowles is currently in holding, a lawyer has been assigned, but he intends to plead guilty on all accounts charged against him.

Officers are attempting to track down William Jones.

Recommendation :
Due to abnormal circumstances, and history with certain individuals who may fit description of unknown party provided by Knowles, the involvement of the imPort division is requested. Grimms believes the individual Knowles described may be an imPort considering the nature of the confession from Knowles.
